Amends the composition of the Pennsylvania State System of Higher Education Board of Governors, which consists of 20 members total

Adds two new union representative positions to the 11 Governor-appointed seats: one current or retired AFSCME member and one current or retired APSCUF (faculty union) member

Union representatives must be selected by the governing boards of their respective bargaining units, not directly by the Governor

Reduces the number of general Commonwealth resident appointees from 5 to accommodate the new union seats, while maintaining 6 resident members and 3 institutional trustees

Requires all Governor-appointed members to have expertise in postsecondary education, finance, business, nonprofit management, law, or public administration
