Repeals Section 1329 of Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes, which established the "fair market value" process for acquisitions of municipal water and wastewater systems by private utilities

Eliminates the requirement for two independent appraisals using cost, market, and income approaches to determine acquisition prices for municipal water/sewer systems

Removes the framework that allowed acquiring utilities to incorporate fair market value (rather than depreciated original cost) into their rate base, which often resulted in higher customer rates after privatization

Takes effect 60 days after enactment
