Establishes the Municipal Police Enhancement Consolidation Grant Program administered by the Pennsylvania Commission on Crime and Delinquency to fund police department consolidation, accreditation, training, and community outreach

Grants range from $5,000-$100,000 for consolidation, $5,000-$50,000 for International Association of Chiefs of Police accreditation, and $5,000-$15,000 for training/certification or community outreach programs

Departments with 10 or fewer officers are eligible for additional bonus grants through a certification bonus point system for achieving consolidation or accreditation

Creates the Municipal Police Enhancement Consolidation Grant Program Fund in the State Treasury, with 25% allocated to consolidation grants and 75% to accreditation, training, and outreach grants

Administrative costs capped at $500,000; applications must be decided within 120 days of the close of the 60-day application period or are deemed approved
