Creates the Jayanna Powell Hit-and-Run Direct Notification System, requiring the Department of Transportation to maintain a database that alerts all registered motor vehicle repair facilities statewide when a hit-and-run accident results in serious bodily injury or death.

Requires all motor vehicle repair facilities in Pennsylvania to register with the Department of Transportation to receive notifications through the system.

Mandates repair facility owners/operators report to the investigating law enforcement agency upon discovering a vehicle reasonably matching one described in a hit-and-run notification.

Notifications must include vehicle make, model, year, color, license plate number, unique identifying characteristics, and extent of damage when available.

Failure by a repair facility to report a matching vehicle constitutes a third-degree misdemeanor; act takes effect 30 days after enactment.
