Authorizes boroughs, incorporated towns, and cities to enact and enforce ordinances governing the planning, management, implementation, construction, and maintenance of storm water facilities.

Permits local governments to assess reasonable and uniform fees for storm water management based on property characteristics, including impervious surface area (defined as surfaces like concrete, asphalt, roofs, driveways, and parking lots that prevent water infiltration).

Requires municipalities to consider and provide exemptions or credits for properties that have installed and maintain storm water facilities meeting best management practices.

Allows fees to be assessed through three methods: on all properties in the municipality, on properties benefited by a specific storm water project, or through establishing a storm water management district.

Creates new Chapter 74 in Title 8 for incorporated towns, granting authority to plan, design, construct, and acquire storm water management systems through purchase, deed of dedication, or eminent domain, with activities required to be consistent with the Storm Water Management Act.
