Amends The First Class Township Code to authorize boards of commissioners to plan, design, construct, and maintain storm water management facilities including piping systems, retention devices, and infiltration areas

Grants townships authority to acquire existing storm water systems through purchase, deed of dedication, or eminent domain, with damages determined by viewers if eminent domain is exercised

Requires all storm water management activities to comply with Pennsylvania's Storm Water Management Act of 1978 and Department of Environmental Protection regulations; projects in watersheds without approved plans must be submitted to county conservation districts for 30-day review

Authorizes townships to assess reasonable and uniform fees based on property characteristics including impervious surface area (concrete, asphalt, roofs, parking lots, etc.), with required exemptions or credits for properties maintaining approved storm water facilities

Allows fee assessment on all township properties, properties benefiting from specific projects, or through designated storm water management districts, with funds restricted to storm water purposes only
