Prohibits the purchase, sale, offer for sale, or possession with intent to sell parts or products from 24 specified animal species, including elephants, rhinoceroses, tigers, lions, great apes, whales, dolphins, sharks, sea turtles, and extinct mammoths and mastodons

Exempts antiques at least 100 years old and musical instruments containing covered animal parts weighing less than 200 grams, provided proper documentation exists and the item was legally acquired

Allows the Pennsylvania Game Commission to issue permits for educational or scientific institutions to purchase or sell covered animal parts for research purposes

Civil penalties range from $5,000 for first violations involving products valued under $250, up to $20,000 for repeat violations involving products valued over $250

Takes effect six months after enactment, with the Game Commission authorized to seize illegal products and either maintain them for training, donate to educational institutions, or destroy them
