Amends House Rule 45(a) to establish the Pennsylvania House of Representatives Election Observer Program (PA HEOP) under the Government Oversight Committee to ensure election integrity

Allows current House members or candidates to request bipartisan election observer teams 30 days prior to an election by submitting written requests to House leadership or committee chairs

Grants official election observers full access to observe polling locations, ballot processing, scanning, tabulating, canvassing, recounting, auditing, and certification of voting results

Prohibits official election observers from handling ballots or equipment, advocating for candidates, reducing ballot secrecy, or interfering with voters or election administrators

Requires the committee to publish observer guidelines publicly and adopt a report within 30 days after each observed election, including assessment of the election, ballot storage security, and vote totals
