Establishes the Pennsylvania State Song Commission to study the history of the current state song "Pennsylvania" (adopted in 1990) and solicit submissions for a new state song

Commission consists of 9 members: 4 legislative appointees (one from each caucus leader), representatives from the Pennsylvania Music Educators Association, Pennsylvania Council on the Arts, and American Federation of Musicians, plus 2 public members appointed by the Governor

Commission must hold its first meeting within 60 days of adoption and meet at least quarterly thereafter, with authority to add members and create subgroups

Members serve without compensation but receive expense reimbursement, with costs split equally between Senate and House; all expenditures require approval from President pro tempore and Speaker

Final report with findings and recommendations due to the General Assembly within 12 months; any song changes require subsequent legislation to take effect
