Designates September 2025 as "International Underground Railroad Month" in Pennsylvania to recognize the network of places, routes, and people that helped enslaved African Americans escape to freedom

Acknowledges Pennsylvania's historical role as a strategic location for the Underground Railroad, with events and sites associated with it found in every county

Recognizes Pennsylvania's 1780 gradual abolition law, which kept approximately 6,000 people enslaved and required registered children to remain enslaved until age 28

Honors organizations that worked toward abolition, including the American Anti-Slavery Society, the Vigilant Committee of Philadelphia, and the Pennsylvania Society for Promoting the Abolition of Slavery

Notes current preservation efforts including 43 Pennsylvania sites listed in the National Park Service's National Underground Railroad Network to Freedom program and 14 Frederick Douglass Institutes across the Pennsylvania State System of Higher Education
