Calls on Congress to update the Federal Water Pollution Control Act (33 U.S.C. § 1251 et seq.) to better address water pollution while providing fairness to residents

Directs copies be transmitted to the President, EPA Administrator, congressional presiding officers, and all Pennsylvania members of Congress
