Requires the study to assess campus infrastructure suitability, academic program demand in fields like nursing, engineering, cybersecurity, and business, as well as projected enrollment, tuition models, and financial sustainability.

Mandates analysis of potential partnerships with the Pennsylvania National Guard, U.S. Department of War, and higher education institutions, along with federal, state, and private funding options.

Requires consultation with stakeholders including the Departments of Education and Military and Veterans Affairs, local officials, veteran organizations, and Fayette County residents.

Report with findings and recommendations due to the General Assembly within 12 months of adoption.
