Directs the Joint State Government Commission to conduct a study on the quality of prison libraries in Pennsylvania and submit findings to the House of Representatives within one year of adoption

Survey must assess adequacy of book and media collections, including variety of materials available and which resources incarcerated individuals access most frequently

Study must evaluate user services and technical services, including whether inmates receive library orientation and whether resources help prepare them for post-incarceration life

Survey must examine the number of books/media held per incarcerated individual, types of books held, and duration of holds

Study must assess accessibility issues, including whether library resources are appropriately priced and whether inmates have adequate time allotted for library use
