Acknowledges that HIV criminalization laws have disproportionately affected people of color, women, sex workers, and LGBTQ+ individuals

Notes that HIV-related stigma creates barriers to healthcare access and that fear of prosecution impacts people living with HIV, particularly in intimate partner abuse cases

Encourages elected officials to consider updating or repealing outdated HIV criminalization laws and promotes public education on HIV transmission, treatment, and prevention
