Designates March 8, 2026, as "Charter Day" to commemorate Pennsylvania's 345th birthday, marking the anniversary of the 1681 charter granted by King Charles II to William Penn.

Urges residents, schools, educational institutions, and patriotic, religious, historical, and veterans' groups to participate in Charter Day activities sponsored by the Pennsylvania Historical and Museum Commission and other state historic sites.

Honors volunteers and residents who support the Pennsylvania Historical and Museum Commission, Pennsylvania State Archives, State Historical Records Advisory Board, and the 23 state historic sites and museums.

Notes that the free Charter Day event at the State Museum of Pennsylvania includes presentation of the original 1681 charter and Pennsylvania's copy of the 19th Amendment ratification documents.
