Directs the Legislative Budget and Finance Committee to conduct a study on wild native terrestrial invertebrate management (butterflies, bees, beetles, worms) in consultation with taxonomists, biologists, and other experts

Requires evaluation of the Conservation and Natural Resources Act of 1995 and other state laws to clarify agency responsibilities for wild native terrestrial invertebrates

Mandates assessment of other states' natural heritage programs regarding classification processes, protection levels, and permitting procedures for these species

Requires assessment of staffing, resources, and funding recommended for jurisdictional authority based on other northeastern states' natural heritage programs

Report with findings and recommendations must be submitted to the General Assembly within 180 days of the resolution's adoption
