Establishes the Pennsylvania State Flag Commission to study the current flag's history, solicit public design submissions, and recommend a new state flag design to the General Assembly

Commission membership includes 10 members: 4 legislative appointees (one from each caucus leader), 1 representative from the Pennsylvania Council on the Arts, 1 Pennsylvania resident from the North American Vexillological Association, and 3 public members appointed by the Governor

Current Pennsylvania flag features the state coat of arms on a blue background with yellow silk fringe, which the resolution states violates all five principles of good flag design established by the North American Vexillological Association

Commission members serve without compensation but receive reimbursement for reasonable expenses, split equally between the Senate and House of Representatives

Final report with findings and recommendations must be issued to the General Assembly within 12 months of the resolution's adoption
