Allows committee members who are absent or voting remotely to designate the chair or minority chair to cast their vote by filing an attestation

Members voting by designation or remotely count toward quorum requirements for both floor votes and committee meetings

Requires the Chief Clerk to implement video conferencing technology for remote participation, with standing committee meetings held in rooms with such technology and live streams made available to the public
