Establishes the Pennsylvania Award for Student Success (PASS) Scholarship Program beginning with the 2026-2027 school year, providing state-funded scholarships for eligible students to attend participating nonprofit nonpublic schools

Eligible students must be Pennsylvania residents in households earning below 250% of federal poverty guidelines, reside within attendance boundaries of low-achieving schools, and have attended public school the prior year, received a prior scholarship, or be entering kindergarten

Scholarship amounts for 2026-2027: $2,500 for half-day kindergarten, $5,000 for full-day kindergarten through grade 8, $10,000 for grades 9-12, and $15,000 for students with special needs, with annual inflation adjustments thereafter

Creates the Pennsylvania Award for Student Success Scholarship Fund in the State Treasury to receive appropriations and donations; funds are distributed first-come, first-served with priority given to renewal applicants in subsequent years

Requires participating nonpublic schools to be nonprofit 501(c)(3) entities, comply with federal nondiscrimination policies, and report student attendance, academic progress, and graduation data to the State Treasury
