Mandates the Department of Human Services to provide coverage for reversal services under Medical Assistance and the Children's Health Insurance Program (CHIP) when those programs previously covered the individual's gender transition intervention

Defines covered reversal services to include hormonal therapies, reconstructive procedures, counseling, mental health care, and behavioral health treatments intended to restore characteristics consistent with biological sex

Requires health insurers to annually report to the Insurance Department on the number of individuals covered, service categories, and total expenditures for reversal services

Mandates annual reports to legislative committees from both the Insurance Department (for private insurance) and Department of Human Services (for public programs) within 12 months of enactment, with data reported only in aggregate form
