Amends the Pennsylvania Constitution to change the Commonwealth's fiscal period from one year to two years, with each two-year period beginning July 1 of odd-numbered years

Requires the Governor to submit a balanced operating budget, capital budget, and financial plan covering two-year fiscal periods instead of annual budgets

Modifies debt and tax anticipation note provisions to align with the two-year fiscal period, including changing the debt ceiling calculation to reference five fiscal periods rather than five fiscal years

Changes the repayment deadline for Motor License Fund loans from "within one month after the beginning of the next fiscal year" to "by July 31" for loans made before July 1

Requires the proposed constitutional amendments to pass the General Assembly twice and then be submitted to voters as a single ballot question at least three months after final passage
