Requires all Pennsylvania school entities to adopt a "bell-to-bell" policy prohibiting student use of personal mobile devices during the school day on school property by the start of the 2027-2028 school year

Schools must establish how device possession will be restricted but are not required to physically collect devices; schools and employees are not liable for lost or damaged devices if they acted in good faith

Mandatory exceptions allow mobile device use for students with documented medical conditions, IEPs or 504 plans requiring devices, English learners needing translation, and limited teacher-directed instructional use when school devices are unavailable

School principals may request one-day exceptions from their chief school administrator for circumstances not covered by standard exceptions

Schools must notify parents of alternative contact methods (phone number, email) at enrollment and post adopted policies on their websites within 5 business days, with verification submitted to the Department of Education
