Adds Chapter 57 to Pennsylvania's Fish statutes, establishing definitions and procedures for handling at-risk boats (taking on water, broken loose, inoperable), derelict boats (sunk, aground, damaged after accidents), and abandoned boats (left unattended without valid registration or owner contact for 30+ days)

Authorizes municipalities and law enforcement agencies to investigate problem boats and requires notification to the Pennsylvania Fish and Boat Commission within 7 calendar days of discovery

Requires owners to remove, repair, salvage, store, or junk their boats within 14 calendar days of receiving notice, or face removal at their expense and potential criminal penalties

Imposes a third-degree misdemeanor charge when recovery and disposal costs exceed $2,500; otherwise a first-degree summary offense applies, with convicted owners required to pay fines and restitution

Provides liability protection for persons involved in notification, investigation, recovery, or storage of boats under this chapter, and takes effect 180 days after enactment
