Amends Title 34 (Game) to allow the Pennsylvania Game Commission to approve exceptions to the prohibition on using salt, bait, or food to attract game or wildlife on lands

Creates a new exception permitting licensed hunters to use bait to attract deer for removal in commission-designated areas, including for purposes of addressing wildlife disease transmission or habitat degradation

Authorizes the Game Commission to issue special permits allowing disabled person permit holders to hunt deer using artificial or natural bait on private land

Prohibits non-disabled hunters from hunting within 200 yards of a baited location used under a disabled person's bait permit, with the restriction lasting while bait is present and for 30 days after removal

Requires disabled hunters using bait to possess both a valid bait permit and express written permission from the landowner; the act takes effect in 60 days
