Establishes a statewide hate group database managed by the Attorney General in consultation with Pennsylvania State Police to track hate groups, their members, affiliates, and hate crime activities

Defines "hate group" as a group designated by the Attorney General whose beliefs, statements, or activities attack a class of people based on race, religion, disability, sexual orientation, ethnicity, gender identity, or other immutable characteristics and may commit hate crimes

Creates a hate group unit within the Office of Attorney General within 90 days of enactment, with authority to investigate and prosecute hate crimes alongside county district attorneys

Restricts database access to approved law enforcement and government agencies, prohibits use as evidence in legal proceedings, and exempts all contents from public disclosure under the Right-to-Know Law

Requires automatic expungement of individual records after 5 years of inactivity, no pending reports, no new convictions, and completion of any sentence; limits database entries to individuals 16 years or older
