Projects funded by the Pennsylvania Broadband Development Authority must comply with the Pennsylvania Prevailing Wage Act (1961), requiring workers be paid locally established wage rates

The Authority must include prevailing wage requirements in all grant announcements, application materials, and grant agreements

Department of Labor and Industry must create new job classifications specific to broadband infrastructure projects, including teledata lineman/technician, teledata groundman, and teledata cable splicer

When establishing wages for new classifications, the Department must review federal wage determinations under the Davis-Bacon Act (40 U.S.C. § 3142) and conduct labor market surveys with diverse applicant participation

Takes effect immediately upon enactment
