Replaces the flat $300 fine for passing a stopped school bus with a tiered penalty structure: $100 for first violation, $200 for second violation within 12 months, and $300 for third or subsequent violations within 12 months, with law enforcement able to impose the $300 maximum for egregious conduct such as passing at high speed or when children are visibly in the roadway

Changes fine distribution from fixed dollar amounts to percentages: 80% to the school entity for enforcement system costs, 10% to the reviewing police department, and 10% to the School Bus Safety Grant Program Account

Requires violation notices to include an electronic link for vehicle owners to view recorded video of the alleged violation, and prohibits violation data from being used for commercial purposes

Strengthens hearing procedures by requiring hearings be scheduled within 30 days of request (with dismissal possible if delayed without good cause), mandating 30-day advance notice to vehicle owners, allowing virtual hearings, and prohibiting collection actions while contested violations are pending

Mandates department-approved training for school entities, system administrators, police departments, and school bus operators before participating in enforcement activities under this section
