Requires the Pennsylvania Department of Human Services to submit a federal waiver request within 30 days to exclude sugar-sweetened beverages, candy, and prepared desserts from SNAP eligibility

Exempts 100% fruit/vegetable juice without added sugars, milk and milk substitutes, infant formula, medical foods, meal replacement beverages, unflavored water, and beverages with only non-nutritive sweeteners from restrictions

Mandates the department implement regulations within 60 days of federal waiver approval and notify legislative committee chairs upon submission and upon receiving approval or denial

Requires the Legislative Budget and Finance Committee to submit a report within 2 years of implementation evaluating Medicaid cost savings, public health impacts on obesity and diabetes rates, and administrative challenges affecting vendors and recipients

Takes effect 30 days after enactment
