Expands eligible uses of Highway Bridge Improvement Restricted Account funds from only "at-risk deteriorated bridges" to any county or municipal bridge improvement project

Removes the requirement that bridges must be federally eligible to receive funding; counties can now use funds regardless of federal aid eligibility

Allows first and second class counties to use funds to improve public transportation authority bridges, not just deteriorated ones

Maintains existing funding structure: 25% of Marcellus Legacy Fund distributions go to the Highway Bridge Improvement Restricted Account, distributed to counties proportionally by population

Takes effect 60 days after enactment
