Creates the crime of "criminal concealment" for law enforcement officers who wear masks, facial coverings, or disguises that obscure their identity while on duty, or who intentionally hide their badge or other required identifying information

Classifies violations as a second-degree misdemeanor, with sentencing enhancements when concealment results in civilian injury or improper detention without reasonable suspicion or probable cause

Exempts officers wearing medical masks for illness prevention, SWAT protective equipment, smoke/hazard protection gear, or those engaged in supervisor-approved undercover operations

Requires all municipal law enforcement officers to visibly display badges identifying themselves and their agency at all times during public interactions, and to produce identification upon request

Creates a private cause of action allowing aggrieved persons to sue officers for intentional violations, with available remedies including compensatory damages, attorney fees, and potential dismissal or removal from office
