Increases the minimum setback distance for unconventional gas wells from buildings and water wells from 500 feet to 2,500 feet, measured horizontally from the vertical well bore

Increases the setback from water supply extraction points used by water purveyors from 1,000 feet to 2,500 feet without written consent of the water purveyor

Establishes a new 5,000-foot setback requirement from reservoirs for unconventional gas wells

Prohibits drilling any well within 5,000 feet of a school or hospital

Allows variances from distance restrictions when they would deprive oil/gas rights owners of production rights, subject to department-approved safety plans and additional conditions including insurance, bonding, and indemnification requirements
