Establishes the Identification Upon Reentry Program requiring the Department of Corrections, Department of Health, and Department of Transportation to provide incarcerated individuals with birth certificates, Social Security cards, photo ID cards, and driver's licenses prior to release from state correctional institutions

Participating offenders bear no costs for application fees, translation services, or other expenses associated with obtaining identification documents

Requires assistance for offenders born out-of-state or who are naturalized citizens in obtaining necessary documents from appropriate agencies

Offenders with suspended driving privileges must receive a restoration requirements letter and assistance applying for a photo ID card, with information provided about occupational limited licenses or probationary licenses as alternatives

Mandates annual reporting to the Senate Law and Justice Committee and House Judiciary Committee on the number and percentage of offenders released with and without required documents, including reasons for any failures
