Permits individuals experiencing homelessness to use public spaces for "life-sustaining activities" (sleeping, resting, eating, storing belongings) as long as they do not obstruct walkways or streets, unless adequate alternative indoor shelter has been offered

Defines "adequate alternative indoor space" with strict requirements: must be free, available indefinitely without daily reapplication, accommodate disabilities, accept pets, allow partners/family, and accommodate personal property

Prohibits civil or criminal penalties for homeless individuals soliciting, sharing, or accepting food, water, money, or donations in public spaces when not obstructing passage

Extends personal property protections against unreasonable search and seizure to belongings stored in public spaces, and allows homeless individuals to park vehicles on public property if not obstructing traffic

Creates enforcement mechanisms including Attorney General authority to bring civil actions, a private right of action for affected individuals, and waives sovereign immunity for government violations; effective 60 days after enactment
