Pennsylvania Senate Bill 1090, the "Safeguarding Adolescents from Exploitative Chatbots and Harmful AI Technology Act," regulates AI companion platforms that simulate sustained human-like relationships through personalized interactions and emotional engagement.

Operators must notify users when they could reasonably believe they're interacting with a human, clearly disclosing the AI is artificially generated.

Platforms must implement protocols to prevent AI companions from producing suicidal ideation, self-harm content, or content encouraging violence, and must refer users expressing such ideation to crisis services like suicide hotlines.

For known or suspected minor users, operators must disclose the AI's non-human nature, provide break reminders every three hours, and prevent production of sexually explicit visual material or instructions.

The Attorney General enforces the act with civil penalties up to $10,000 per violation; the law takes effect 120 days after enactment.
