Honors Chief Warrant Officer 5 John Michael Travers (born February 23, 1948 in Harrisburg), a Vietnam War combat medical evacuation pilot who flew 955 DUSTOFF missions and evacuated 2,405 wounded soldiers between October 1970 and November 1971

Recognizes Travers' 28 years of service with the Pennsylvania Army National Guard, including rescue missions during Hurricane Agnes (1972) that saved 53 Pennsylvanians and his role initiating the UH-60 Black Hawk training program at Fort Indiantown Gap

Requires the Department of Transportation to erect and maintain appropriate signs displaying the bridge name in both directions

Takes effect 60 days after enactment
