Designates the fourth Friday of November each year (the day after Thanksgiving) as "Family Day" in Pennsylvania by adding Chapter 17 to Title 38 (Holidays and Observances)

Requires the Governor to issue an annual proclamation encouraging residents to observe Family Day through shared meals, volunteer service, worship, and recreation

Explicitly states Family Day is not a paid holiday and does not require closure of state offices, political subdivisions, school districts, businesses, or other institutions

Takes effect 60 days after enactment
