Authorizes organized motorcycle processions of at least 10 riders (plus lead and trailing vehicles) to proceed through red lights and stop signs if the lead vehicle entered legally, and to park irrespective of standard parking rules, except in Philadelphia and Pittsburgh

Requires lead and trailing vehicles to display lighted headlamps and emergency flashers, with all participants required to use headlamps and flashers if equipped

Mandates at least 10% of motorcycle drivers wear ANSI-approved Class 2 or higher yellow reflective vests, and processions must occur between 8 a.m. and sunset

Requires sponsors to notify affected municipalities 3 days in advance for funeral processions and 14 days in advance for charitable processions; processions must be sponsored by a corporation or nonprofit for memorial or charitable purposes

Designates motorcycle procession members as authorized to direct traffic and exempts organized motorcycle processions from following-too-closely rules that normally require spacing for other vehicles to enter
