Establishes the Budget Impasse Reimbursement Program within the Office of the Budget to provide grants to entities that incurred financing costs or lost interest income due to the budget impasse between July 1, 2025, and November 12, 2025

Eligible entities include school districts, counties, human services providers, prekindergarten and Head Start providers, and nonprofits that received Commonwealth funding in fiscal year 2024-2025 under the General Appropriation Act of 2025

Creates the Budget Impasse Reimbursement Restricted Account in the State Treasury, funded by transferring impasse-generated interest from the General Fund within 90 days, with additional funding from the Budget Stabilization Reserve Fund if needed

Requires the State Treasurer to calculate impasse-generated interest within 30 days and eligible entities to submit grant applications within 90 days of the act taking effect

Mandates the Office of the Budget to report to the Governor and legislative appropriations committees on total impasse-generated interest, grants awarded, number and types of recipients, and grant calculation methodology
