Libraries subject to the Public Library Code and school libraries must adopt the American Library Association's Library Bill of Rights or develop a written anti-book-banning policy to receive state aid.

Municipalities are prohibited from reducing funding to libraries that comply with the anti-book-banning requirements.

Public school entities (school districts, charter schools, intermediate units, career and technical schools) cannot remove instructional or voluntary inquiry materials based on partisan disapproval, author identity characteristics, or school board/complainant personal views.

Protected materials include those with content relevant to older students' educational needs, age-appropriate sexual health information, and works by authors of any race, nationality, gender identity, sexual orientation, or political/religious views.

The act takes effect 60 days after enactment.
