Requires all candidates and political committees to file two pre-election campaign finance reports: one by the sixth Tuesday before an election (covering through 50 days prior) and another by the second Friday before (covering through 15 days prior), eliminating the previous distinction that only statewide candidates faced both deadlines

Increases the late filing fee for campaign finance reports from $10 per day to $250 on the first day a report is overdue

Imposes an additional $20 per day penalty for each subsequent day (excluding weekends and holidays) that a report remains overdue, replacing the previous $250 maximum cap

Late filing fees remain the personal liability of the candidate or committee treasurer and cannot be paid from campaign contributions

Takes effect 60 days after enactment and applies only to elections held after the first election occurring after the effective date
