Authorizes the Secretary of Health or Physician General to issue statewide standing orders for FDA-approved OTC emergency and oral contraceptives, with liability protection for providers acting in good faith

Provides religious and moral exemptions for entities objecting under federal regulations (45 CFR 147.132 and 147.133), but requires written notice to employees about limited contraceptive coverage
