Requires all Pennsylvania school entities to provide age-appropriate instruction on communism beginning with the 2026-2027 school year, covering communist ideology origins, historical regimes, human rights abuses, survivor testimony, and comparisons to U.S. democratic principles

Department of Education must develop and publish model curriculum, primary-source materials, and instructional resources on its website by May 1, 2026, in consultation with historians, human rights organizations, and survivors of communist regimes

Instruction may be integrated into existing courses including U.S. history, world history, civics, government, economics, and world cultures, with schools permitted to use state materials or locally selected alternatives

School entities must submit annual compliance reports to the department starting December 1, 2027, detailing grade levels and delivery methods for the required instruction

Act takes effect 60 days after enactment and applies to school districts, intermediate units, charter schools, cyber charter schools, and career and technical schools
