Amends Section 615 of Pennsylvania's Solid Waste Management Act to expand citizen enforcement rights, allowing any Commonwealth citizen whose interests are or may be adversely affected to file civil actions to compel compliance with the act, regulations, rules, orders, or permits

Citizens may sue the Department of Environmental Protection for failing to carry out duties under the act, in addition to suing persons alleged to be in violation

Citizen lawsuits are barred if the department has already commenced and is diligently prosecuting a directly related civil action in state or federal court

Preserves existing right of adversely affected citizens to intervene without posting bond in enforcement actions brought under sections 604 or 605 of the act

Takes effect 60 days after enactment
