Amends Pennsylvania's Underground Utility Line Protection Law (Act of December 10, 1974) to expand the definition of "line" or "facility"

Adds pipelines transporting steam located in public rights-of-way to the list of protected underground facilities that must be identified before excavation or demolition work

Maintains existing coverage for underground electric, communication, gas, petroleum, propane, oil, sewage, and water lines, as well as unconventional oil and gas well production and gathering lines

Continues to exclude stripper well lines unless they qualify as regulated onshore gathering lines under U.S. Department of Transportation regulations promulgated after January 1, 2006

Takes effect 60 days after enactment
