Amends the Public Utility Confidential Security Information Disclosure Protection Act of 2006 to create new exceptions to the prohibition on releasing confidential utility security information

Allows agencies to disclose confidential public utility records necessary for construction, renovation, or remodeling work on public buildings or projects, after notifying and consulting with the utility

Records disclosed for construction purposes do not become public records subject to the Right-to-Know Law

Exempts confidential utility security information related to accident investigations conducted by the National Transportation Safety Board from the disclosure prohibition

Takes effect 60 days after enactment
