Directs the Pennsylvania Commission on Sentencing to create enhanced sentencing guidelines for aggravated cruelty to animals under 18 Pa.C.S. § 5534(a)(2) when the offense involves a deadly weapon

Defines "deadly weapon" to include firearms (loaded or unloaded), dangerous weapons as defined in court facility possession statutes, and any device capable of producing death or serious bodily injury

Amends Title 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statutes by adding section 9720.9

Takes effect 60 days after enactment
