Reestablishes the Flagship Niagara commemorative registration plate, replicating a previously released design in consultation with the Pennsylvania Historical and Museum Commission

Requires a $45 fee in addition to standard registration fees for the commemorative plate

Applies to passenger cars, motor homes, motorcycles, trailers, and trucks with registered gross weight of 14,000 pounds or less

Directs $15 of each plate fee to the Flagship Niagara Account within the Historical Preservation Fund to preserve, maintain, and operate the Flagship Niagara

Takes effect 60 days after enactment
