Amends Section 443.13 of the Human Services Code to establish Medicaid reimbursement rates for emergency ambulance transportation at the greater of the highest Medicare rates from the Ambulance Fee Schedule Public Use File or current Medicaid Ambulance Fees

Beginning July 1, 2025, requires reimbursement for emergency services when an enrollee did not require transport or refused transport, paid to licensed emergency medical services agencies at comparable Medicare/Medicaid rates

Applies to services provided under Medical Assistance Fee-for-Service, Medical Assistance Capitation, and Medical Assistance Community HealthChoices appropriations

Implementation is subject to federal approval and contingent on federal financial participation

Takes effect immediately and applies retroactively to July 1, 2025
