Amends the Pennsylvania Human Relations Act to require landlords to make reasonable disability modifications at their own expense when reasonable, changing current law that only permits landlords to do so

Extends disability accommodation protections to existing renters who develop a handicap or disability after their lease begins

Allows renters to terminate their lease without fees or penalties if a landlord fails to make a reasonable accommodation within 30 days or grant permission for renter modifications within 10 days

Permits penalty-free lease termination if a renter's disability becomes more severe and they need to relocate to a residence better suited to manage their condition

Prohibits lease provisions that waive these rights or impose fees, service charges, or additional rent for exercising them; applies to leases executed or renewed after the 60-day effective date
