Amends Title 65 (Public Officers) of the Pennsylvania Consolidated Statutes to restrict when agencies can add items to meeting agendas and take official action on matters not included in required public notice

Limits agenda additions during meetings to only matters arising under specific existing exceptions (subsections b, c, or d), eliminating the broader authority agencies previously had to add any matter by majority vote

Requires agencies to announce the reason for any agenda change before voting and obtain majority approval from individuals present and voting

Mandates posting of amended agendas on the agency's public website (if available) and at the principal office location by the first business day following the meeting

Takes effect 60 days after enactment
